I do not know which is worse than the other. It depends on the person with the disease. There are limits to high functionality and high functioning people with bipolar disorder. It really depends on how the person deals with their problems and do not receive adequate treatment for them.
It seems that BPD is a stigma (which is believed to change), but it also seems that if the DSP can be treated with behavior modification, while the bi-polar patients need treatment by a chemical imbalance.
